Gary Gilbert for uP3 committer access

I write to propose that one of my co-workers here at Unicon, Gary Gilbert,
be made a committer on the uPortal 3 sandbox.
In his own words:
"My name is Gary Gilbert. I am a developer with Unicon. Recently I have
spent some time familiarizing myself with the uPortal 3 codebase. As part
of my research, I upgraded the uPortal 3 codebase from acegi-security
0.8.3 to 1.0.1. This is not a major change but due to package and class
name changes, it is not as simple as just swapping jar files.
I am requesting a committer account to contribute these changes back to the
community. I anticipate contributing more to uPortal 3 in the up coming
months.

uPortal 3 is in a sandbox state with much work yet to do. Given that
several Unicon resources are already committers on this project and so are
in an especially good position to guide Gary as he becomes more involved in
the uP3 codebase, I suggest that it's a no-brainer to add Gary as a
committer. However, it has been requested that we follow the process and
have the vote:
+1 for making Gary Gilbert a uPortal 3 committer
A storm of +1s would be great to allow this to move forward as efficiently
as possible. I propose that a lack of -1s be considered lazy consensus in
short order.
