While browsing the net, I stumbled upon a site:

Whether the information provided in this site is true or partially true or false, the content is somewhat  alarming.  Quote, unquote, a person has posted his experience as follows:

" Thought of sharing my bad experience with Gurusamy Nagar, Gowrivakkam. I got
an offer in Gurusamy Nagar Extension , Gowrivakkam (100 to 150 meters from
the Medavakkam to Thambaram Main Road), adjacent to Prince College. Details are
1200 Sq.ft for 50 Lakhs, 24 feet Road. Bad news is that, when I confirmed that
this Locality comes under ASI NOC zone to get building approval. Also heard that
getting NOC approval is not an easy process as already people are striving for
last 2 year to get NOC in this area (especialy in the proximity of 100 to 200
meteres from the Main road, as it falls in 300 meters zone of Sembakkam. Finally
I had to withdraw the deal and resume my further land search in another ar
ea.
  Also I have been unofficially informed from the ASI office, that there
are revision acts under consideration w.r.t ASI regulations to expand or revise
the boundary in 2014 especially Sembakkam & Rajakilpakkam. I am not sure how
much upto the reality in this densely residential area again. ".......

Can anyone enlighten on this issue whether our apartment at Gowrivakkam comes under the survey numbers notified by ASI and if so, what would be the implications -- statutory , legal or others- with respect to future acquisition by ASI etc?

An ASI notification says 164.47 acres in survey number 157 in Sembakkam have megalithic sites

The information is partially true.  I mean to say, I was informed by one of the contenders
to buy Sri Vittals house.  He said this survey number is included in the ASI notice.
When I referred back it was clarified that the present road is the ultimate limit and east
side of the road is covered by one such notice.
I also understand that the notice has been withdrawn, thereby registration and approvals
have been started in the notified area.  Road formation to connect Jayendra Nagar which
was due for ages has been taken up and completed.
However since some houses in our apartments have changed hands and registered by
registration department provides answer to our doubt, that is our survey number is not
covered.
This is my observation

Dear sir,
In continuation of discussion of this topic, I have attached two photo clips available at Sembakkam Panchayat office, depicting clearly that survey no 77 of which JHA forms part, lies in this zone. 

On personal experience, a few banks refused to give loan on house mortgage,
citing this aspect.

I think this ASI notification would have serious impact on buying, selling or raising loan etc on house property.
I request JARACOM to kindly get into this issue, take up with  and try to get NOC from Sembakkam  Panchayat Office for matters of property transactions or bank loan related issues.

This matter may please be treated as urgent in the overall interest of entire JARA community.

In case any one of JARA owners who could get bank loan on house mortgaging in spite of this issue, kindly let me know of the procedure followed

Today I happened to meet Sri Kannan (Selvarangan) our councilor. I asked him about this problem. He said that NOC is required for new constructions only. There are two apartments coming up on the Western side of our Apartments. They had to get permission from ASI (obtained from Delhi). Otherwise, according to Kannan, there is no requirement of NOC for old buildings (buildings older than 2012). As our complex was constructed before 2000, there is no need for any NOC - Registration authorities do not insist on NOC for such buildings - according to Kannan. However, if Banks ask for NOC for loan on existing flats, then it is a different matter.
Therefore, I doubt whether there is any case for the Association to take up the issue with the Govt.

Checked up with one of the builders at Goriwakkam who has been constructing G 3 floors flats,
 
You have to obtain the N O C which is not a tedious one for G plus 2 or three floors.
 
For constructed building of G plus 2 or three it is not  necessary.However if it is to be a sale for single house which has been constructed already we have to get the
 
N OC .As per him it is not a tedious one.
