User-Defined Character Editor (eudcedit.exe) Needed from Win98-CJK to Win-98-US-en

I still use Windows 98 SE -- the US-English version. I understand
that the Chinese-Japanese-Korean version of this OS includes an early
version of Microsoft's eudcedit.exe user-defined character editor.
The US-English version does not, although it does contain the help
file for this accessory program. The US-English Windows 2000 and XP
have later versions of eudcedit.exe that won't run in Window 98. I
have been unsuccessful in finding any copy of this file on the Web
that will run in my OS.

I am wondering whether someone who uses the CJK version of Win98 could
attach a zipped copy of eudcedit.exe, from their Win98, to an email
addressed to me.
