What's going on with the Animation in this series? - poor quality

Just picked up a copy of perfect collection DVD on recommendation
(I've never seen Evangelion before). The first thing I noticed is
that all of the episodes have what look like animation problems.

I'm not talking about the movement or the character designs, they're
great. It just looks like it was shot with a shaky handheld camera.
In other words, the frame jumps around in every scene. it almost
looks like they did a really poor job lining up all the plates (I
think that's the right term) before capturing it onto the film.

I don't think it's a DVD problem - it just doesn't look right for a
DVD problem. Did they use a bad master for this set, or is the show
just that way?
