In an effort to start some more on-topic exchanges around here, I'll ask
something about EoE: When Ritsuko, Gendo, and Rei are in Terminal Dogma, right
before Gendo shoots her, Ritsuko calls Gendo a liar (at least in the subtitling
that I have). Obviously this is what Gendo is, but what lie specifically is she
referring to in this instance?

As a sidenote on EoE, one of the things that this movie impressed upon me was
the zeal with which otherwise good people can commit attrocities if they think
the people they're fighting are terrorists. The troops invading NERV HQ thought
that NERV was trying to commit crimes against humanity by initiating Third
Impact, when actually the troops themselves were being used to help this
happen, and NERV, except at the top levels, was trying to stop it. The troops
thought they were fighting terrorists, when in reality they were inflicting
terror on innocents and on people who were really on the troops' own side, if
they would just take the wool out from in front of their eyes and realize it.
This has an obvious bearing on the current war America finds itself in. We
must punish the scum, but not be so eager to seek retribution that we discard
the legal protections meant to keep the accused (citizen and not-citizen) safe
from the whims of the mob. Refusing to list detainees as POWs, ousting regimes
seen to be friendly to terrorists, bombing when you're not certian if the
target is civilian -- these must be done sometimes, but they must be done with
regret and with a mind for justice, not revenge.

Just some thoughts.

This isn't in the FAQ? I haven't read it in a while, and I think it
probably should be. It gets asked a fair bit.

The answer is quite simple. We don't know what Gendou said:

The story behind it is as follow: In the original storyboards for
that scene, it was intended for Gendou's line to be muffled so
you couldn't hear it by the sound of an explosion. In the end
they decided not to use an "explosion" noise, but they still
thought that we shouldn't hear the line.

Now apparently when Yamaguchi Yuriko (Ritsuko's seyiuu)
was supposed to say her "Usotsuki" ("liar") line, she couldn't
find the right tone for her response, because of course she didn't
know herself what Gendou's character just said. So what happened
is that Anno wrote down Gendou's sentence during the dubbing
session for this scene and gave it to Yamaguchi, who then did the
line without any further problems. So the only people who actually
know the line are those who were at that dubbing session that day.
It never appears anywhere else.

Most of the things I've read assume that he says, "I truly loved you" to
her. However this is completely conjecture, if the previous post is
true, and I think it's cooler if we just don't know :)

I'm going to second what Richard suggests. The way I heard it, the exact
phrase was "I always loved you", but that's just a technicality.

The exact phrase is _UNKNOWN_

Anyone who puts forward that he says "I love you", is merely
stating their personal belief. The line isn't in the scripts, it isn't
in the storyboards, it isn't written down anywhere. We were
_never_ supposed to hear what Gendou said. People surmise
that because Ritsuko said "liar" that Gendou must have said
something along the lines of "I love you", but the fact remains
that anyway statement about what he said is pure conjecture,
because we _never_ find out.

He really just had a dry mouth and was trying to work up some saliva cause
he doesn't like to kill with a dry mouth.

So he could have said "I'm just misunderstood" then.

I've added this to the FAQ.

I nearly added this too, but it's just too freaky...
