From episode 18:

---------
EVA Unit 3 Activation Test Control Center

Ritsuko: Roger. Team B, start the operation.

Central Command Vehicle (inside)

Male Operator: Data link to Evangelion Unit 1 established.

Ritsuko: It is possible to use this in battle now.

Misato: Oh, good for you.
----------

That's not a translation error, the male operator does say "Eva-01" there.

So why on Earth would they be setting up a data link to Eva-01
during Eva-03's activation test?

Ideas?

Well, aside from original scripting errors perhaps they needed something
to get Toji's RAM started?

I don't really see anyother type of Data transfer other then remote
commands between an Eva and an external source.
