azure:create:pipeline action not registered

i have installed janus backstage using helm and my whole configurations are  app.config and dynamic plugin yaml

this is the plugin - package: ./dynamic-plugins/dist/parfuemerie-douglas-scaffolder-backend-module-azure-repositories i am using for azure:create:pipeline but not working

my issue is i need to trigger pipeline once the repo is published in azure but azure:create:pipeline is not working 

how to do that , please help me on this
