Dear Sir or Madam:
You are receiving this email because Gateway National Recreation Area is releasing a Request for Expressions of Interest (RFEI) in connection with the Silver Gull Beach Club and the Breezy Point Surf Club (Beach Clubs) currently managed under contracts which expire December 31, 2021.  
The RFEI was developed to gather information from the public and potential operators about how the park might add additional services to improve the visitor experience at Silver Gull Beach Club and Breezy Point Surf Club in Gateway’s Jamaica Bay Unit. 
Going forward the Beach Clubs will continue to offer the services park visitors have come to enjoy throughout the many years of operation.  This RFEI is intended to collect information about how we might improve visitors Beach Club experiences.    
Some of the concepts the park is exploring, as envisioned in the park’s General Management Plan, include providing a multi-day experience, offering camping and overnight opportunities for park visitors, and expanding the availability of sports programs, which may include relocating the Fort Tilden sports fields.

Parties interested in responding to this RFEI are encouraged to demonstrate how their concept enhances the existing use, supports the park’s purpose, and addresses the stated goals of the RFEI.  Applicants are also welcome to submit additional information in their submissions which may include concepts, uses, or services that are not currently available at the Beach Clubs.  Please email your submission to:  gatew...@nps.gov on or before March 12, 2021.   
This RFEI will not lead to a contract or award Once the RFEI process is complete, and NPS has evaluated submissions, NPS plans to issue a competitive solicitation for future operation of the Beach Clubs.

i agree IDA. camping sounds good but has the potential to have a big impact.

Well allowing overnight stays may reduce DWI incidents after the clubs close for the night. I don’t understand why they need to move the sports teams. Could the birds then use that space in Ft Tilden?

You have a valid point Daniel. 

"that any future land assignment is limited to the area designated as a Recreation Zone in the GMP and may not include areas identified as Natural or Sensitive Resource Subzones."  - Even if the territorial footprint may stay the same the air, ground, light and (amplified) sound pollution will contribute to wildlife disturbance. Or pollution enforcement will contribute to operating expenses. If Trump would magically expedite approval of the NPS budget that includes a highway wall around sensitive resource areas this would kill all the visual appeal for campers. 

There's a good old licensing approach where campers have to hold some meaningful certification to be admitted to campsite. This will push enforcement costs from the field to back office.
