I need to set up a moodle site I could use from various universities.
It will therefore have to be located on a commercial web host,
preferably one located here in Japan so I can claim expenses back.
I've had a look at the moodle partners, but the prices are exorbitant,
so I'm still looking.
Does anybody know of a Japan-based hosting service that allows moodle
to run? The problem I've encountered so far with two hosting companies
is that they do not allow directories to be created outside of the
web-accessible space, and the moodledata directory needs to be
outside.
Any suggestions?

I don't know of a Japan-based host on the lines of MoodleRooms - of
the Japan-based hosts, Manabu3 don't seem to be listing prices, and
Mistek seem to start at 34,000 yen per month, which seems a little bit
steep as a base price although it may reflect the costs of supporting
a typical Japanese school.
If you want to install and manage this yourself, there are a bunch of
companies that will give you a hosted virtual private server for
fairly reasonable rates. For example, I host a client with Sakura
Internet:
http://vps.sakura.ad.jp/
...who do virtual private servers starting at 980 yen per month which
give you root access, so you can install anything you like in whatever
way you like. You'd probably want at least their 1,480 yen service,
with 1GB of memory.
Also, with the hosts you have looked at, you can probably put the
Moodle data under the webroot where the hosts will let you upload
things, then add an .htaccess file to keep people out. Presumably they
offer you a folder called something like "wwwroot" that you can upload
stuff to, so you'd do:
wwwroot/moodle: Web-accessible Moodle files
wwwroot/moodledata: Moodle data
...then put a .htaccess file at wwwroot/moodledata/.htaccess to stop
people accessing it directly.
Alternatively I may be able to help you, but my Moodle service (
http://www.avatarclassroom.com ) is really aimed at virtual worlds, so
if you're not using that you'd probably be better with a regular
Moodle host if you can find one.
Can you give us some idea of the scale you're looking at? How many
students are you aiming to support, and how many would be accessing it
at peak times?

I use a company in the US called LinkSky (www.linksky.com) and their basic packages are pretty cheap, about $5 a month. Pay annually on a Japanese credit card and you'll be able to claim the expense, I'm sure. LinkSky (and many similar companies) include something called "Fantastico" in the back-end control panel which gives you a one-click installation to a number of different open-source projects, including Moodle.
