This is Balamurugan from Chennai. i had a home loan in LICHFL from August 2012 for an tenure of 20 years.
For this month also (DEC 2013) I had received the same kind of SMS & then EMI is also debited from my account on 10 DEC 2013.
on 24 DEC2013 my account is debited with an amount of Rs.561.80 without any prior intimation. I didn't received any kind of intimation from LICHFL like letter, mail or SMS etc,. My mobile no, address & mail id is updated with LICHFL & there is no change at all.
1. Why should you have submitted ECS for Rs 561.80 to my bank account without intimating me?
2. as per ECS mandate I have signed & submitted to LICHFL & as well to the bank, it is clearly mentioned that the periodicity of ECS(EMI) as "MONTHLY" only, then how you can able to submit TWO ECS in the Same month ? Why LICHFL should violate its own rule? Then how we will trust LICHFL? Credibility will be lost on LICHFL w.r.t this incidence, right?
Moreover that ECS mandate is also only for debitting the EMI (interest & Principle) amount only, not for any other charges.
3. Next EMI is just 15 more days to go right? i.e 10 JAN 2014, why the same should not debit in the next month EMI ? Why is it so urgent to debit the same on 24 Dec 2013? Or why the same is not debited on 10th DEC 2013 (this month EMI)?
If you intimated us, we will pay it thro online or cheque or even directly @ the LICHFL counter, correct ?
Is this shows very poor planning of LICHFL, right?
4. Suppose if I don’t have the sufficient balance in my account, who will bear the cheque return charge to the bank? We will also lost our credibility & CIBIL score, correct ? Whether you will be taking responsibility for this?
5. Whenever & whatever be the amount you can debit from my account without getting approval from me means where is the security for my hard earned money? who give you the permission to debit the money (whatever be the reason) from my account without my approval ?
Do you know it is violating the RBI guidelines?
I would like to know the proper explanation from LICHFL for all of the above ASAP. you may contact me balatalks@gmail.com

With reference to your email dated 26/12/2013 we would like to inform you that CERSAI Charges of Rs. 561.80 (One time charge) has been debited to your account. The Central Government has issued guidelines to all Banks/FIs that all properties have to be registered with CERSAI. For registering the property a onetime fee is levied by CERSAI. Hence One Time Fee towards registration of your property with CERSAI has been debited to your account. We had made arrangements for sending an SMS before sending the ECS to your account. We regret the inconvenience caused to you due to non receipt of SMS.
