I am currently in Cintsa for a few days and the Cintsa East beachfront has a clear marker that this is a "dog friendly beach" which reminded me of the nonsense that is the Kouga Municipality. Anyway it seems (based on a picture taken I presume in East London) that dogs feel the same way about stupid regulations as people do:
