Hi Trevor, I have completed my spread sheet from Jan 2012 to Jan 2013 and the amount over paid is close to a R1000.00 for a house hold with two persons ,if one take 5000 house holds at a R1000.00 average over payment in one year it means that R5,000,000.00 extra cash in the pocket of the Municipality because of unfair readings and money being stolen from rate payers because of the sliding scale calculation .This is also happening with the water readings and the hydraulic tax that is calculated on a similar sliding /consumption scale .I think there must be house holds with higher consumptions that are paying very large amounts each time the readings exceed the 28 day period .If a 30.4 day period is used it would it not be a more accurate calculation factor spread over a year .? or does fractions not work in their accounting systems .
