The City of Tshwane is doing away with meter readers as it intends to shift all electricity users in the city to pre-paid meters within the next two years.

Not only will consumers have more accurate consumption figures and no more electricity bills, the city will save more than R5 billion in billing, administration and debt collection fees.

Yesterday, the city launched the R7bn Security of Revenue Project which will see the installation of 800 000 pre-paid smart meters in every household, business and public building at no cost to the consumer.

Calculating the economics of such a move is quite complex but it does seem to be a sensible approach for a municipality that is struggling to collect its funds.

Hi . Pre Paid Meters as described in the e-mail below
- This is controversial , and seems like a very good thing to me on the whole as it will negate bill and debt collection costs as well as ensuring correct usage for amounts paid , and will work if it is freely installed in each household
in Jeffreys Bay . Over billing will become a thing of the past . With Residents approval , I would welcome this in Jeffreys Bay .  I can not think of any disadvantages really - please let me know if you do .
 
Upon re investigation - The public toilets in the Magna Tubes parking lot across the road from Checkers are leaking mainly because the toilet cisterns have been vandalized and are thus CONSTANTLY overflowing with water , and not just un collected septic tank contents that are spilling . 
The only solution here is to fashion a lock system so that people can not open the cisterns to damage them ( this should not be too difficult - simple padlocks would do )  - this ablution block must also be locked at night and opened in the morning - there are existing security gates for this - the Supermarket opening and closing times are perfect to regulate this - thus I suggest that Checkers be asked to help with this . They could also help to discourage vagrants from communing there .
 
I will bring it up with the Mayor at my first meeting with him , as well as approaching Checkers to see if they are prepared to oversee and look after the ablution block on a permanent basis .
 
Lastly , despite my careful and lengthy analysis of the negative aspects that may develop around the Proposed Nuclear Plant  , there are many who feel that it is a good if not vital economic development for the area - I agree ,
but it must be properly managed and developed .
Obviously  as Chairman I would like to encourage the best and most sensible outcome - whatever that may be .
 
It obviously does have many overwhelming direct and indirect economic advantages .
I think we should however concentrate on more immediate " domestic " issues despite any development or non development of the Nuclear Plant , while still remaining above the affects of its pending :
Reality / mismanagement or un professional development / cancellation
( cancellation - in which case we should prepare ourselves for a challenging regional economic future with out the development that it will bring ! ) . 
In other words ensure the stability of our town and community whatever happens , and keep a watchful and effective eye on the Management ( or non management ) of our regional Municipality - Kouga  -  in lieu of both case scenarios  !
