MakeInfo 3 released - support for scanning for streams

Version 3 of MakeInfo is now available. This version includes the
ability to scan a transport stream file and identify the streams in
it, along with their frequency. This should aid in getting the right
values for audpid and vidpid if you can't already find them using a
different program.
Also added basic help, and a menu system (the button interface is
still there as well).

New larger MakeInfo 3 setup file loaded - run this for a complete
setup process if the smaller download isn't working properly - it
should download any missing components from the net if required.
