I can't send my paper, can't enter anything; when I try, the format turns a solid light blue.  Am I too late?  It's 2:23 PM here in the Pacific region.  Please advise.

Thanks.  My proposal seems to have been successfully submitted on the second try. Knowing my incompetence with things cyber, I suppose the fault was mine; but just in case, I've attached a copy of it.
