Eclemma 3.1.8 release with Java 21 support?

Hi, 

I can't see 3.1.8 Eclemma release yet on https://github.com/eclipse/eclemma/releases and on https://download.eclipse.org/eclemma/releases/.

I saw the code already updated to jacoco 0.8.1 (with Java 21 support) via https://github.com/eclipse/eclemma/commit/a32ef0bec8d9eee1c0de0a7359810457676aee85

I assume something prevents the release?

Any hint what exactly?
