Starting to prepare for 2.17.0-rc1 release, stay tuned!

Ok, it hasn't been long since 2.16.0 released, but I think we can have
relatively short release cycle for 2.17, in order to focus on the
single most important remaining thing before the 3.0.0 release
candidate process can be started: rewrite of Property Introspection.

And I want to focus on the 2.18 version just for that. To do that, it
makes sense to get 2.17 release out of the way.

So, with that, I am starting to update repos to have
2.17.0-rc1-SNAPSHOT as the version; and may also push 2.17.0-rc1 in
near future (within a week for sure, possibly even this weekend).

Changes accumulated so far are document, as usual, here:

Feedback on this plan is welcome (as usual) -- LMK what you think.

Regarding the 2.17.0-rc1 release, can we wait until next week, 2024-02-18 9:00 CST (2024-02-19 0:00 JST)?
I need some time to include the following PR and documentation on value class support.

Yes, I can wait until the upcoming weekend for sure (rc1 does not mean
we could not add fixes before 2.17.0 final of course,
but still)
There's no rush. Thank you for mentioning this dependency, so we can
align things nicely.
