The Office of Evaluation is responsible for providing centralized planning and management of program evaluation across SAMHSA in partnership with program originating Centers, providing oversight and management of agency quality improvement and performance management activities and for advancing agency goals and objectives related to program evaluation, performance measurement, and quality improvement.

The Evaluation Office operates in accordance with the evaluation policy and biennial evaluation work-plans. The quality of its evaluation function and products is gauged based on three essential criteria.

The Evaluation Office oversees corporate/centralised evaluations, strategically linked to WHO priorities. These evaluations can be thematic, programme-specific, or office-specific, focusing on roles and commitments.

A management response system, integral to evaluation effectiveness, links findings to future activities. The Evaluation Office aids in tracking and reporting implementation of recommendations in the Annual report on evaluation.

Transparent and timely communication of evaluation results fosters a culture of learning. Effective communication influences staff, Member States, donors, and other stakeholders, contributing to transparency and confidence in the organization's work.

UNEP has launched a transformation process to become more effective in delivering its mandate, with more operational integration, clarity of focus and learning from past lessons. In this process, the evaluation function in UNEP promotes learning and accountability and is a key source of credible, timely and evidence-based information and a critical tool for decision-making.

UNEP makes use of a combination of complementary evaluations at different levels that examine different themes. The aim is to provide evaluative evidence on the effectiveness and efficiency of the implementation and delivery of UNEP; identify challenges in implementation; and provide lessons and recommendations to guide the future strategic direction of the organization and improve programme formulation and implementation.

The new Evaluation Manual provides a succinct overview of guidelines, rules, requirements and processes in accordance with UNEP's Evaluation Policy (2022) and supersedes all previous versions. The manual contains an overview of all types of evaluations conducted in UNEP, guidance on how to integrate evaluation in the project cycle and requirements for both evaluation and management-led review processes. It describes the evaluation process from planning and initiation through to report preparation, management response and recommendation compliance. A summary of evaluation roles and responsibilities is included for easy reference and throughout the manual, useful guidelines and templates are available at your fingertips.

The Assistant Secretary for Planning and Evaluation (ASPE) is the principal advisor to the Secretary of the U.S. Department of Health and Human Services on policy development, and is responsible for major activities in policy coordination, legislation development, strategic planning, policy research, evaluation, and economic analysis.

Following discussions with the Boards of Directors and IDB Groups Management, OVE updated the OVE Country Product Protocol, revising the scope, approach, and processes for OVE country products.
Under the updated protocol OVE prepares two types of country-focused products: Independent Country Program Reviews (ICPR) and Extended Country Program Evaluations (XCPE).
ICPRs cover a single strategy period, focusing mainly on accountability, and their purpose is to provide the Board with useful information to consider the next Country Strategies (CS).
XCPEs cover two strategy periods, focusing on both accountability and learning, and their purpose is to provide both the Board and Management with an evaluation of the performance of the IDB Group in the country and recommendations to improve the future CS and program.

Generate lessons and recommendations for internal and external stakeholders by measuring the impact of individual or specific sets of projects. These evaluations assess IDB Group projects for their relevance, effectiveness, efficiency, and sustainability, and support most evaluation work, particularly at the country, sector, and thematic level.
The IDB Group Development Effectiveness Framework (DEF) underpins the project evaluation architecture. It has provided a system for self-reporting project results for sovereign-guaranteed (SG) projects through Project Completion Reports (PCRs) since 2014 and for non-sovereign guaranteed (NSG, or private sector) projects through Expanded Supervision Reports (XSRs) since 2015. OVE validates all PCRs and XSRs prepared by IDB and IDB Invest Management and reports annually on the results of the validation. Validated OVE ratings are used in the Development Effectiveness Overview report produced annually by the IDB Group.

The Office of Evaluation, Performance, and Reporting (OEPR) provides leadership, coordination, and capacity building to strengthen NIH efforts to capture, communicate, and enhance the value of NIH research through stewardship activities, including strategic planning, progress monitoring, evaluation, and reporting.

The evaluation function is governed by the evaluation policy, approved by the Executive Board. The Evaluation Office reports directly to the Executive Board, including through the Annual Report on Evaluation.

UNFPA conducts centralized evaluations to assess organization-wide issues, and decentralized evaluations of country and regional programmes. A large majority of the centralized evaluations at UNFPA are either joint or system-wide evaluations. All UNFPA evaluations are publicly available together with their management response. A quadrennial budgeted evaluation plan, approved by the Executive Board, provides a basis for monitoring and reporting on the evaluation function.

The Evaluation Office prioritizes enhancing the use of evaluations to contribute to evidence-based decision making; intensifying coherence with other United Nations entities; and strengthening national evaluation capacities through multi-stakeholder partnerships, including with young and emerging evaluators. To propel the global evaluation community toward the achievement of SDGs by 2030, the Evaluation Office co-leads the Decade of EVALUATION for Action, also known as the Eval4Action campaign.

At UNDP, evaluation is critical in helping countries achieve the simultaneous eradication of poverty and significant reduction of inequalities and exclusion. By generating objective evidence, evaluation helps UNDP achieve greater accountability and facilitates improved learning from past experience. The evaluations conducted by the UNDP fall into two categories: independent evaluations conducted by the Independent Evaluation Office and decentralized evaluations commissioned by programme units including country offices, regional bureaus and practice and policy bureaus.

The Independent Evaluation Office (IEO) reports to the UNDP Executive Board. The IEO is governed by the organization's Evaluation Policy and the UNDP Executive Board is the custodian of the policy. The core function of the Independent Evaluation Office is to conduct independent thematic and programmatic evaluations. The Independent Evaluation Office also prepares the Annual Report on Evaluation, sets standards and guidelines on evaluation, monitors compliance on evaluation and shares lessons for improved programming.

The Independent Evaluation Office is a functionally independent unit within UNDP that supports the oversight and accountability functions of the Executive Board and the management of UNDP, UNCDF and UNV. The structural independence of the Office underpins and guarantees its freedom to conduct evaluations and report evaluation results to the Executive Board.

The UNICEF Evaluation function helps UNICEF deliver results for children by fostering evidence-based decision-making. The Evaluation Office works with other divisions at UNICEF headquarters, regional and country offices, as well as with partners, to conduct dozens of evaluations each year. Conclusions and recommendations from these evaluations are essential for shaping policies, programmes, advocacy and partnerships at all levels of the organization. The UNICEF Evaluation Office is also a key actor in strengthening evaluation capacity at the country level.

We undertake a diverse set of evaluations to ensure UNICEF learns from past and ongoing experiences to improve future outcomes. We also help bolster the capacity of national evaluation systems by working with Governments and other partners to strengthen skills and evaluate child-focused policies and programmes.

ONADE is divided into eight divisions, each charged with the evaluation or oversight of different aspects of the new animal drug review process. Effectiveness and target animal safety information is the responsibility of two divisions which evaluate drugs for food animals and companion animals, respectively, and one division which evaluates generic animal drugs. The division of animal bioengineering and cellular therapies evaluates the safety and effectiveness of certain biologic-based drugs such as cell- and tissue-based products for therapeutic use, and intentional genomic alterations in animals that are used for both therapeutic and production purposes. The division of human food safety evaluates the safety to the public by ensuring edible products derived from food-producing animals treated with new animal drugs are safe for human consumption. The division of manufacturing technologies evaluates the manufacturing processes and quality control. The division of scientific support evaluates the environmental impact and provides statistical and clinical pharmacology support across all the scientific review divisions. And to ensure ONADE operates in an efficient and effective manner, one division provides business informatics, project management, quality assurance and records management support.
