Have problem running a simple two node script

Hello everyone.

How are you?

My name is Sasha, I am studying networking. I installed j-sim and run that Hellow Word! program. I works fine. However, when I tried to run a network example script(attached), it didnt work. I did the following:

1) typed it manually, there were no warnings or errors, but nothing happened after run .(it just gave another TCL0> prompt). Also I dont see any new directories created.

2) The TLC console doesnt download that file.
3) The command line  java drcl.ruv.System netw.tcl only loads an empty prompt.

Please tell me what I do wrong.
I would greatly appreciate your answer.
