Panel is showing up even if the condition is false

Hey everyone, 
i upgraded the IZpack version from 5.0 to 5.2.4 and I'm having a problem.
In the IZpack.xml file a have the following UserInputPanel:

<panel classname="UserInputPanel" id="user-1-mssql"/>

<panel classname="UserInputPanel" id="user-2-mssql"/>

<panel classname="UserInputPanel" id="user-1-oracle"/>

<panel classname="UserInputPanel" id="user-2-oracle"/>

No when i selected oracle for example in the installationGroupPanel, it shows user-1-mssql, than user-1-oracle and after that user-2-oracle. The user-1-mssql is not supposed to be shown because I used <createForpack name="mssql"> in the UserInputSPec.xml file.
Even if I use the condition in the UserUnputPanel it soes not solve the problem.

Can someone tell me please what I'm doing wrong, because I can't find the problem.
