An attached artifact must have a different ID than its corresponding main artifact.

I think you are missing the classifier.

  <configuration>
    <baseDir>${izpack.staging}</baseDir>
    <finalName>${installer.finalName}</finalName>
    <classifier>installer</classifier>
    <installFile>${izpack.staging}/install.xml</installFile>
    <mkdirs>true</mkdirs>
    <autoIncludeUrl>false</autoIncludeUrl>
    <autoIncludeDevelopers>false</autoIncludeDevelopers>
  </configuration>

Please specify the same and try it out.
