Why a bugbear find painter supplies:

The usual way of the bugbears intimidation is to smear blood on the prey's territory...but J4 is sickened by this practice...he believes that people should be given one chance to turn before blood is introduced...thus the paint.

Bugbears also like to vandalize stuff (its sort of a habit for the race?). Blood as "street art", that is. Paint seems to make more sense now, since J4 is trying to tear away from his evil alignment.
