0.40 Release Candidate is coming

OK, Remi and I both think it is time for a 0.40-rc1 release.

Anything critical that we're missing in the master branch of the main repo?

Yes. :( Forms still have too many open issues.

I'm proposing a significant change to forms that is significant enough
to change the next release from an rc1 to a beta3. I'm going to post
about it on a new thread.
