Hope all are doing well, and as requested by our Chairman and Secretary, I am writing my thoughts shared yesterday. I once again congratulate our IUDI Hyderabad centre for organising the event in such a short time span.
The write up I am sharing with you has been written three years back and few lines added today and have had discussions with few of our members too for some time now, and been getting good advice for the same. I am definitely sure other professionals from our fraternity might have talked about it as well of what I am sharing here.
I felt yesterday’s platform was right to put the topic forward. Request Chairman sir, to kindly let us know if we could start discussions on this topic along with other aspects of our domain at regular intervals just like we had in the last one and half week.
The topic that I am talking about was triggered based on discussion with Ar. P. Venugopal sir a few years back where he mentioned about Collaboration of Urban Designers in the city.
Based on this conversation my thought process on this started and I was thinking that something like "Cities Urban Design Advisory Board" (CUDAB), for the cities in the state, could be developed through the government set up and not as a private authority.
The framework :
CUDAB, could work as a constituent institute of the State Government in the lines of DTCP, Once the master plans of the cities are done by DTCP, CUDAB could further breathe in life to the cities through required interventions in the said master plan, and suggest recommendations through various viewpoints that could suit the city and other aspects related, this could possibly be one of the ideal way of incorporating the ideas and values to have better communities.
It is also necessary that CUDAB be born out of legal provisions of our existing acts or make a new act for the same, I definitely understand that it is a political decision and political will is needed for the same. And there is no harm trying this out is what I feel.
It is as good as saying to have a City Design Cell or saying "Hyderabad City Design Cell" or HCDC, in the government monitored directly by MAUD and not under any other Municipal organisation. (For the city of Hyderabad).
Output:
CUDAB could develop and demonstrate the design perspectives contextually to the cities being worked upon or developed periodically over years, thereby giving more context specific guidelines. There can be faster decision making powers being in government.
CUDAB would also work towards achieving the visions of the state government in making it “Global city”, and can also undertake research within the government sector too in the smaller cities. The vision of CUDAB is also to promote jobs for Urban Designers in Research, Design related fields in urban environment, which would be working in tandem with planning authorities like the DTCP and execution agencies like Municipalities, Urban Development Authorities etc, simultaneously.
This would enable us to put more expert human resources into the city and community development through design and other allied services. The board could be led by a senior Urban Designer, who could mentor the team.
There was an attempt to set up a similar framework like UTTIPEC in 2013 or 2014, later I have no information about the same.
This is just an Idea or Framework which I thought might be very much possible, I am writing this to all of you so as to know whether this kind of an institutional setup would be better in a government setup.
As said by the IUDI central team yesterday, that there is a vacuum in this particular realm, I think we from Hyderabad can take it up as a pilot mission if possible as the situation is quite good and amicable as the minister is also interested and understanding, nothing harm in trying I guess ;) and they still have around four years’ time left in their term to be finished.
