I found an interesting article:

"My first paper addressed the issues faced by reputable Internet
companies attempting to instill trust in their potential customer
base, without repeating myself I would like to discuss further why
trust is an issue. When considering possible activities modern man
seems less concerned with the letter of the law than with likely
punishments. This attitude undermines expectations of honesty in
transactions and is amplified by Internet anonymity and misuse of
available technologies. Breaking the law is only bad if you get
caught! ..."

Just think about it - people who download music, movies, watch TV
online - are basically stealing. Why? Because they never get caught.
Law enforcement is something that internet could definitely use...
