Service Desk - link a CI to a change order

Is it possible in the creation of a change order, to link the configuration item to that change order?  How?

It think your best bet is to use a web services call after the ticket is created, and I would imagine you would need to utilize the createLrelRelationships method.  If you aren't already aware the Change Order table doesn't store CI information or vice versa.  It's stored in lrel_asset_chgnr Object, usp_lrel_asset_chgnr table.
