TheHoward County Bureau of Utilities has resumed our water meter replacement initiative in Howard County that involves the upgrade of all 45,000 residential meters. The existing meters in the system are approaching their useful life which is the basis for this program. It is essential that these meters are replaced to ensure that accurate and timely water usage data is obtained. In fact, some water meters have already failed resulting in the need to estimate water bills.

The top section of the water meter houses a low power radio transmitter that sends water usage data to meter reading trucks. This data is used to compute water bills. These devices use batteries that are coming to the end of their useful life of ten years.


The Meter Division reads over 78,000 water accounts for billing purposes. Of those meters, 70% are installed inside a residence or commercial building. Remaining meters are installed in a meter vault that is in the ground, near the property line.


Low/ High water pressure inside the home. When a resident experiences a pressure problem it may be due to a faulty pressure regulator valve (PRV). This valve controls the main water pressure coming into the house. It may be the PRV causing the noisy meter/ banging pipe problem as well. This concern should be directed to a plumber, the Meter Division is responsible for the water meter only:


Water leaks from the meter. Stopped and noisy meter related issues. It is important to know the location of the inside water shut-off valve. Having access to this valve so that it can be closed, would help minimize damage in the event of a broken water pipe and allow for general plumbing repairs. Water dripping from leaking plumbing fixtures can be costly, causing a sudden increase in water and sewer bills and should be addressed as soon as possible. A leak of one drop per second can waste up to 2400 gallons of water a year. A leaking toilet can waste as much as 200 gallons a day.


The Bureau of Utilities' "Water Only Submeters Policy for Commercial and Industrial Water/Sewer Accounts" , including the Submeter Permit Application Form , is now available online.

In response to the COVID-19 pandemic, DPW has modified the process to open new water accounts and to request new water meter accounts. Developers, Contractors, or Other Property Owner Representatives need that a water account has been established. REMINDER: If you have an appointment scheduled for Madison Water Utility to provide service, please make sure it is an actual Madison Water employee. MWU employees will arrive in a Madison Water Utility marked vehicle, wearing clothing with Madison Water Utility's logo on it, and possess a MWU employee badge.


Madison Water Utility has upgraded customer water meters to a wireless technology (AMI) network that reads and transmits water consumption on a daily basis. So far, more than 63,400 new metering systems have been installed in homes and businesses across Madison. There is no installation charge or fee for having the new metering system.


If your home does not have a new meter, you can schedule an installation by calling our meter shop at (608) 266-4765 or send an email. In your email, please include your name, address, and phone number. Installations will be by appointment. In most cases, installations should take no longer than 60 minutes. An adult resident at least 18 years old must be present. Employees involved with the project will be identified by photo IDs, and will arrive in Madison Water Utility work vehicles.


The new system uses low-level radio frequencies to transmit meter readings. While a report from Public Health Madison Dane County found little evidence to support health concerns about the system, some customers may choose not to have a transmitter inside their home. MWU's opt-out policy offers two options: (1) have the transmitter installed on the outside of the building, or (2) not have it installed on the property at all.

All City of San Diego meters measure water in cubic feet (one cubic foot equals about 7.5 gallons). Charges for the amount of water consumed are based on the number of units of 100 cubic feet (748.5 gallons) you use during a billing period. You will see this listed on your bill as HCF.


Your water meter is usually located near the curb in front of your home or place of business in a direct line with the main outside faucet. It is housed in a concrete box usually marked "water." More details about finding your water meter.


Carefully remove the lid by using a tool such as a large screwdriver. Please do not use your fingers. Insert the tool into one of the holes and pry the lid off. Visually examine the area around the meter to ensure there are no harmful insects or other animals. Small animals and rodents often dig around meters and disturb the soil, so you may need to dust off the meter to get a read. Gloves and or a small trowel can be helpful.


In the picture of the water meter register shown, note the figures under the words CUBIC FEET. In this example, the meter shows 81,710. Because charges are based on units of 100 cubic feet, we ignore the last two numbers (the ones in the black background). So, the reading, in this case, is 817.


Meters cannot be read from time to time due to meter access impediments, staffing resources or a malfunctioning meter that registers zero use. In cases such as these, an estimated read will be provided based on prior use. The read shall be estimated using the daily usage for the same period the previous year or the average daily usage for the year if there is no billing history for that period.


Applications for the review of engineered tap plans for the installation of water and wastewater service connections may be submitted by a Texas licensed Professional Engineer (PE) only. Licensed PEs must be registered in the AB+C Portal. Registered users can submit initial applications, project documents, submit revisions, correction, view permits, and make payments online.

An application packet must be submitted to Austin Water Tap Plan Review team prior to the purchase of a water meter. Depending on your project, one of the following water meter checklists may be used:


A water meter is measures the quantity (volume) of water that passes through a pipe or other outlet. Typically, meters use a standard unit of measure for volume, such as cubic feet or gallons. Your meter works like a car odometer, recording the cumulative amount of water that has passed through the meter. WUM records every reading, and subtracts the old reading from the new reading to determine the amount of water used since the previous read. By understanding how to read your meter and calculate your usage, you will be able to verify that we are reading your meter fairly and accurately, and to spot problems, such as leaks.


For customers with updated meters installed at their residence, simply open the lid of your meter to expose the sensor to sunlight for an automatic scrolling of meter information. Our new meter hardware is comprised of a static water meter based on ultrasonic technology. This update in technology provides WUM customers with an extremely accurate usage calculation of water consumption and further eliminates measuring deviations caused by sand, suspended particles, or air pockets. Though we are currently in the process of replacing outdated meter hardware, some customers may still have previous models of Digital or Analog meters at their residence. Please see below for examples of both types:


If X equals 0, and your low flow indicator is not moving, then you do not have a leak. If x is any number greater than 0, but all water utilities are turned off, then you have a leak.


The meter register pictured to the right is typical of most residential meters and is usually located near the street. The register on the meter serving your property may look somewhat different, but they all work on the same principle.
