A competency is a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions successfully. Competencies specify the "how" of performing job tasks, or what the person needs to do the job successfully.
OPM has been conducting Governmentwide occupational studies using its Multipurpose Occupational Systems Analysis Inventory - Close-Ended (MOSAIC) methodology for more than two decades. MOSAIC, a multipurpose, survey-based occupational analysis approach, is used to collect information from incumbents and supervisors on many occupations for a wide range of human resource management functions.
The foundation of the MOSAIC approach is the common language (that is, common tasks and competencies) used to describe all occupations included in the study. Furthermore, it provides agencies with a basis for building integrated human resource management systems that use a common set of tasks and competencies to structure job design, recruitment, selection, performance management, training, and career development so that employees receive a consistent message about the factors on which they are selected, trained, and evaluated.

The LEAD Certificate Program offers a clear path to career development for four essential leadership roles: Aspiring Leader, Team Lead, Supervisor, and Manager. Each level is a strategically curated learning experience that takes you from the job you have to the job you want, providing guided, purposeful learning at any point in your career.
Audience: Aspiring to be a team lead or are currently leading teams/projects and have not had team lead training. This often includes, but is not limited to, employees in grades GS-11 through GS-13.
Objective: Build skills that emphasize exercising influence and authority, knowing when to lead and when to manage, and fostering a diverse and inclusive workforce that values and leverages differences.
Audience: New federal supervisors or supervisors in their first year (completes the new supervisor training requirement). This often includes, but is not limited to, employees in grades GS-13 through GS-15.
Audience: Second-level leaders (duties include program management; direct work of an organizational unit; exercise influence, design and implement policy, and work in broad partnerships within and outside their agency; and/or supervisor of supervisors or accountable for success of specific line or staff functions).
