Feature request: Secondary active label for Brush tool

Often when manually painting I am repeatedly switching between two labels. For a binary mask, this is label 1 and the clear label, which works great using left and right clicks on the mouse.

However, this process becomes tedious when working with multi-label segmentations. There is no convenient way to swap between two non-zero paintbrushes. 

I can think of a few different ways to address this:

1a. Add a third drop down menu in the "Segmentation Labels" section which sets a secondary paintbrush and add a keyboard shortcut for switching between the primary and secondary paintbrush.

1b. Could also add a shortcut for directly applying the secondary label.

2. Add a shortcut that swaps the selected labels in the "Active Label" and "Paint Over" drop downs.

3. Add a checkbox option/keyboard shortcut that replaces the function of Right Click from Clearing to instead add the Paint Over label over the Active Label.

You can switch the active and draw over labels with cmd+shift+L on Mac (probably ctrl+shift+L on other platforms)
