Overview

The Florida Department of Transportation (FDOT) seeks a highly motivated IT Business Consultant to serve as IT demand manager and liaison between IT and business units. This role involves requirements gathering, solution design support, business needs assessments, and negotiation of deliverables to ensure successful project outcomes.

 

Education

  • Bachelor’s Degree in Computer Science or related field
  • Preferred certifications:
    • PMP (Project Management Professional)
    • CBAP (Certified Business Analysis Professional)
    • ITIL (IT Service Management)

 

Experience

  • 7+ years of combined IT and business experience
  • 3+ years in business analysis, project management, or IT planning roles
  • Experience working with senior leadership and cross-functional teams
  • Background in both technical and business environments

 

Primary Job Duties / Tasks

  • Collect and document business requirements through interviews, workshops, and analysis sessions
  • Assess and analyze demand patterns to identify trends and evaluate feasibility
  • Categorize and prioritize demands by urgency, complexity, business impact, and alignment
  • Maintain IT demand pipeline, managing competing priorities and resource conflicts
  • Create user guides, process documentation, and self-service resources
  • Implement automated feedback collection and analysis procedures
  • Develop continuous improvement workflows and enhancement tracking systems
  • Complete daily reporting activities
  • Other duties as assigned

 

Knowledge, Skills, and Abilities (KSAs)

  • Knowledge of IT service management frameworks (ITIL, COBIT)
  • Knowledge of business analysis methodologies and project lifecycle principles
  • Knowledge of IT infrastructure, systems architecture, and emerging technologies
  • Knowledge of financial management (budgeting, cost analysis, ROI)
  • Knowledge of organizational change management and stakeholder engagement
  • Knowledge of data analysis, vendor management, and procurement processes
  • Skills in facilitation, communication, business case development, and documentation
  • Skills in negotiation, conflict resolution, and translating business requirements into technical specifications
  • Skills in using project/demand management tools and data analysis
  • Abilities in prioritization, complex problem-solving, relationship-building, confidentiality, cross-functional coordination, continuous improvement, compliance, and strategic/operational balance
