Barolo (1999 vintage)

recently a lot of Barolos of 1999 are thrown on the market in Germany.
Specially big store chains are selling bottles for 10 ?. Mostly the wine
does not fulfill the expectations of a Barolo.
Does anybody know the reason for this outcome of 1999 Barolo?

Probably, the winery not have sold all the wine and now try to sell it at a
lower price.
Recently one of the winery of Barbaresco tried to sell me some bottles of
Barbaresco at Euro 6,50 + IVA for this reason.
