You're probably thinking of the "so I says go to hell, and then he says
to me..." type of colloquial (more substandard than colloquial) usage,
but the historical present can be, and is used at times in written or
spoken narrative to relate an event or tell a story. The purpose is
often to provide the reader or listener with a feeling of presence and
immediacy.

Besides the literary uses identified in the article, anyone may use the
historical present to tell a story to a another person. It is not
strange to hear it, but people almost always use the past tense in
English. The reason for that may be because the historical present
requires a bit of thought and skill on the part of the storyteller.
