Yes, the dependent clause conveys a future activity, so you need a
conditional tense there.

Maybe someone would say that, but it sounds slightly weird to me.
> "Penso che sarebbe bello andare al mare oggi."
That is fine to me, if you say that sentence in the early morning when
planning your day. Or it's noon, and you're planning what to do in the
afternoon (oggi may also so be a short form for "oggi pomeriggio"). In
the examples I have just given, the speaker refers to actions to be
carried out in the future.
> "Penso che sia bello andare al mare oggi"?
This sentence sounds slightly ambivalent to my ear. If you're expressing
on opinion, the the actions expressed in the main clause and its
subordinate are contemporary, then I guess the subjunctive will work.
But if you are planning what to do next, then the subjunctive is not the
right tense there, in my opinion. I hope more native speakers can give
their opinion on this.
> "penso che sia bello al mare oggi?"
Here I'd say "Penso che sia bello il mare oggi" ("il" not "al"). In this
case, you're definitely expressing your opinion and the present
subjunctive is the only possible option: the action conveyed in both of
the clauses (main and dependent) are meant to be contemporary.
