I'm writing a Win-CGI Framework, but fail in POST MEthod

Can you help me???

If i sent a Form with Request Method "GET" it work's fine, but if i sent the
same Form but with Request Method "POST" try to download the file.

I check the output and Both are the same

What's Wrong???
