Title: Technical Data Lead

A. Data Analysis & Mapping
· Lead analysis of legacy pension administration system (PAS) data, including stored procedures, functions, packages, and business rules.
· Develop, optimize, and maintain scripts, procedures, and automation routines for data extraction, cleansing, and loading.
· Define and validate data mapping and transformation logic between legacy systems and the COPS 2.0 Oracle 19C platform.
· Coordinate with System Integrator to validate conversion logic, ensure performance efficiency, and resolve technical issues.
· Deliver the Final Data Analysis Plan and methodology documentation.
B. Data Cleansing
· Develop and implement the Data Cleansing Approach Document, including automation and manual strategies.
· Oversee cleansing of legacy and external source data (e.g., NYC payroll systems, Access databases).
· Identify duplicates, errors, missing or orphaned data, and determine appropriate fixes.
· Supervise the creation of cleansing scripts and maintain cleansing audit trails.
· Deliver the Data Cleansing/Conversion Audit Report (DCCAR) per PAS rollout.
C. Data Conversion
· Lead the planning and execution of data extraction, transformation, and loading (ETL) from legacy and external sources.
· Create and execute conversion scripts, including “mini-conversions” and “bridging” between systems.
· Coordinate test conversions, reconcile legacy and target PAS data, and resolve conversion issues.
· Deliver the Data Conversion Plan and oversee conversion test scripts, reconciliation tools, and QA activities.
· Support post-go-live data corrections and backload needs.
D. Data Validation & Reconciliation
· Implement robust validation and reconciliation procedures.
· Ensure data consistency between staging, testing, and production environments.
· Deliver automated comparison reports between legacy and PAS systems.
E. Project Management Support
· Lead the technical design, development, and implementation of Extract, Transform, Load (ETL) processes for all migration phases.
· Supervise technical reviews, ensuring quality assurance and compliance with Fund’s standards and the IV&V guidelines.
· Participate in PAS design sessions to align technical data requirements with business and system needs.
· Implement and enforce data encryption, access control, and cybersecurity measures as per the Fund’s security protocols.
· Support development of automated reconciliation scripts and audit reports to verify data consistency.
· Prepare and maintain Data Conversion Plan, Data Validation Scripts, and Technical Run Books.
Experience and Technical Qualifications
· Bachelor’s or master’s degree in computer science, Information Systems, or a related field.
· 7+ years of experience in enterprise data migration, preferably in public sector, pension, or financial systems. Proficiency in Oracle 19C, PL/SQL, ETL frameworks, and data modeling.
· Proven leadership in data analysis, cleansing, and conversion in large-scale transformation projects.
· Strong understanding of data quality frameworks, reconciliation techniques, and data validation methodologies.
· Proficient in SQL, data integration tools (e.g., Informatica, Talend, SSIS), and data profiling tools.
· Proven experience developing and executing data conversion routines for legacy-to-modern systems.
· Experience with scripting (Python, PowerShell, or Bash) for automation is preferred.
Certifications
· Oracle Data Migration / Oracle Database Certified Professional (OCP) – Required.
· Project Management Professional (PMP) – Preferred.
· AWS or Azure Data Engineering Certification – Advantageous.
