Title: Data Manager / Business Data Lead

Location: NY (Onsite)

1. Key Responsibilities

 

·         Lead Data Migration:

o   Lead end-to-end planning, coordination, and oversight of the Fund’s data migration and data governance processes for the COPS 2.0 implementation.

o   Oversee the technical design and execution of data migration, including cleansing, conversion, and reconciliation efforts into the Vitech V3Locity system built on Oracle 19C. 

o   Define and enforce business data management standards, ensuring alignment with data governance, quality, and compliance frameworks.

·         Data Quality and Compliance:

o   Ensure accurate, secure, and high-quality data migration, adhering to data governance policies, confidentiality, and security requirements. 

o   Oversee the creation of data mapping documents, cleansing plans, conversion methodologies, and data reconciliation strategies.

·         Technical Leadership:

o   Develop and oversee conversion scripts, reconciliation processes, and performance tuning to ensure the accuracy and efficiency of data migration. 

o   Collaborate with the System Integrator to validate data transformation, migration logic, and end-to-end reconciliation activities.

o   Manage the development and approval of key deliverables, including the Data Analysis Plan, Data Cleansing Approach Document, and Data Conversion Plan.

o   Support data quality initiatives by identifying anomalies, validating data sets, and defining procedures for correction, elimination, and reconciliation of data records.

o   Coordinate internal and external teams to resolve data-related risks and issues, maintaining continuous communication with the Fund’s Project Manager and IV&V consultant.

o   Ensure compliance with Fund’s data confidentiality and security policies throughout all stages of migration.

·         Collaboration:

o   Develop, evaluate, and complete all documentation, status updates, and executive summaries as specified by project governance standards.

o   Support project steering committee meetings and maintain alignment between data migration and overall project milestones.

o   Work closely with business leads, technical analysts, and external integrators to accurately map and transform data, and to validate cleansing and reconciliation activities against business rules. 

·         Documentation:

o   Create and deliver critical project documentation, such as Data Conversion Plans, Cleansing Audit Reports, and Final Data Analysis Plans. 

·         Mentorship and Knowledge Transfer:

o   Mentor project team members and provide knowledge transfer to both technical and business stakeholders regarding the new system and migration processes. 

2. Experience and Technical Qualifications

 

·         Minimum of five (5) years of progressive experience in data management, business data leadership, or enterprise data migration.

·         Proven success in managing large-scale data conversion or modernization programs involving financial or pension administration systems or retirement systems or government/public sector data strongly preferred.

·         Deep expertise with Oracle 19C, SQL, ETL tools (e.g. Informatica, Talend, SSIS, or similar), and cloud migration (Azure, AWS or GCP) and modern data platforms.

·         Familiarity with the Vitech V3Locity platform or equivalent pension systems will be an added advantage.

·         Demonstrated ability to lead cross-functional data teams, manage project deliverables, and meet tight deadlines in complex environments.

·         Excellent understanding of data governance, data quality management, and data reconciliation principles.

3. Deliverables and Performance Expectations

 

·         Approved Data Analysis Plan and Data Cleansing Approach Document.

·         Data Conversion Plan outlining migration architecture, methods, scripts, and validation processes.

·         Bi-weekly status and risk reports with performance metrics.

·         Data Cleansing and Conversion Audit Reports documenting all fixes and reconciliations.

·         Executive-level dashboards for progress reporting and risk escalation.

·         Full documentation of data lineage, transformation, and governance protocols.

4. Certifications

 

·         Project Management Professional (PMP) – Required.

·         Certified Data Management Professional (CDMP) or equivalent – Preferred.

·         Oracle Data Management or SQL certification – Advantageous.
