Testing for blank passwords in Windows

I'm working with our IT team to determine how to find the password
hashes in Windows (any flavor) and determine if there are any blank
passwords among them. However, we are having a difficult time finding
where that information is located. I'm assuming it's buried in the
registry somewhere. Can anyone offer some advice on how to approach
this?
