Cost of an Internet Shutdown

Hi folks,

This tool provides a model for calculating the cost of an internet shut down:

https://netblocks.org/cost/

The cost of blocking facebook is the same as the cost of blocking
twitter if you select Mauritius as country. I'm not sure how
fine-tuned the model is as I think that if facebook were to be
blocked, its impact should be higher than twitter in Mauritius as more
Mauritians use facebook compared to twitter.

What do you guys think ?

Not being familiar with internet shutdowns, who does that cost affect? The cost to the users?isp? or government?
