You will get your refundabl deposit but for getting back the stall hire charges, I can't say anything without getting approval from the committe.
As per T&C, cancellation date was 25th Oct.'12 and after that you will not get refund of your stall charges.

We regretfully are having to cancel our Diwali stall as we have received big catering orders from our regular clients which the date is coinciding with Diwali mela stall.
Kindly confirm we shouldnt have a problem receiving back our deposit $1000.00 they were saying at meeting their are other restaurants interested, I can discuss possibility of them using our name if any issue with city of stirling

We will discuss this in our next meeting. I think he can substitute someone as long as they are operating under his name and he takes the full responsibility. It will be hard to refund the stall charges but we will certainly discuss the options.
