Thereare many different proposals about the organization of a pan-indo-european state, be it a supranational/intergovernmental union (like the EU), a federation (like the USA), a confederation (like Switzerland), a unitary state (like Sweden) and although a more fringe some propose organizing the Indo-European union like the Rebel Zapatista Autonomous Municipalitites.

Pan-Indo-Europeanists who propose this type of union believe that a federation of states would lead to infighting and that it might marginalize various regions, believing that unless the President of the federation is a commited Pan-Indo-Europeanist they might seek to benifit their own home region in the detriment of regions. These Pan-Indo Europeanists believe that by letting each region be functionally independent that would ensure that each member Country would be developed at a equal rate and would make it harder for people to try to benifit just their own region. Pan-Indo-Europeanists that defend the idea of a federation believe that by having each region have some autonomy but not full independence would ensure that almost nohuman rights violations would in member states, they also believe that the creation of a federation would help with the adoption of a Indo-European Alphebet and believe that as long as there are systems in place to punish those who only benifit their own state, a federation would benift each region. Indo-Europeanists who support the creation of a federation are seen has a middle ground option between a full federation or a supranational/international union, they belive that each state should be able to enter and leave the federation has they choose and while independent internally, internationally they should be represented by a President/Prime-Minister. They believe that a system like get the benifits of a Innternational Union and a federation at the same time. (Proposed Names: Indo-European Confederation, Confederation of Indo-European States)

Those that propose a Unitary state believe that while regions should have some autonomy they should be fully subject to a unitary Indo-European constitution and to a Indo-European Parliment, believing that a unitary state could form an Indo-European national identity and intruduce the Indo-European language has the official language of the state. Seen has more radical these Pan-Indo-Europeanists believe that every region should be subdividded into "Autonomous Municipalities" that would organize themselves based on agreements with other municipalities, in case of an attack every municipality would ideally stand together to fight the agressors (citing greek polis has an example), they also believe that by devolving admnistration to a local level regions could be developed at a local level more efficiently and belive that every region should have councils in which everyone has to participate.
