Yep - MS is closer to getting that disk util to be working but failed on this part. It also has to be at the end of the partition - the free space can't be at the beginning of the partition. You can't shrink the C: and increase the size of the D: either.
One point on the Windows Disk Management util - it can't move a partition. So if a disk (or a hardware array of disks) has a C: of 100GB and a D: of rest of volume - you can't shrink the C: to 40GB and then increase the D: by 60GB. You can shrink the C: drive and create a new drive in the free space.
