This is for the Windows, Ubuntu, or Linux image that was factory installed on your computer. The Dell OS Recovery Tool provides an interface to quickly download and create a bootable USB drive to reinstall the operating system.

The trouble is when I enter my service tag it prompts me to comply with its license aggreement and then just gives me a small .exe file to run on the laptop I want to recover. But I have no OS on that laptop.. since I wiped all the partitions and can't install an OS on that laptop due to its incompatibility with Win 10, Arch, Ubuntu etc..

Nowadays you can always use dells recovery image download tool. Not sure if older computers are supported, but I'm just downloading Windows 10 for my dell and looks good so far. maybe give that a try if you, like me, came to this forum thread in 2018 ;)

If Windows 10 installation hangs, try running diskpart's "clean" command. You have to remove the HD from your computer and attach it to a working Windows computer. Then,C:> diskpartC:> list diskC:> select disk n (where n is the disk number found in the previous command>C:> cleanC:> exit

You should be able to use either the Dell provided recovery media or the Media Creation Tool media for Windows 10 to reinstall Windows 10 on your device. Either one should work to reinstall Windows 10.

I have been replacing Drives to SSD like crazy the last few months and I just install directly from USB with Vanilla W10 (1604, or 1703 now). Since the upgrade is a digital entitlement you can install it directly using the original key, or the UEFI license (in the case of Dell, HP, Lenovo, etc that had Windows 8 and up).

I saved the W10 deployment in a USB (16 GB) and inside there I added a folder with the drivers. For the machines I do a lot (I have a lot of Lenovo) I even created a small batch file that runs the driver install

As for answering the exact question. Restoring fro drive restores the computer to the same state it was shipped (Windows 8, for example). it is akin to quick format C drive, and re-image (It is actually a imaging process most of the time).

Reset, it resets Windows components without re-installing. It might remove a lot of applications, but it will save a lot, and save some settings. Reset also has the option to delete all files, and to do a full delete (that can be recovered) of files (in the case that you are gifting the computer).

The best choice depends on your individual needs and preferences. The Dell OS recovery tool is probably your best bet if you need a quick and easy solution. If you want more control over the process or use a non-Dell computer, the Windows media creation tool is a better option.
