areas deeper than 250m?

Hi!
I'm looking at the "World Soils 250m" layer available through ESRI services (see snapshot).

For land areas that have "NoData" pixels (like the area of Ponce, Puerto Rico), is it correct that "NoData" in these places is because soil depth is greater than 250m? Or are the gaps from artifacts in the data that require omitting those areas?
