Dear 4Sers,
There are important changes afoot so please read this message
carefully.
I am in the midst of discussions with Sage, the publisher of
our journal Science, Technology, and Human Values (ST&HV),
as our 10-year publishing contract is at its mid-point and we
have a chance to renegotiate terms. After consulting with the
incoming Editors and Council, I am attempting to get more
support for the editorial team (as we are moving from a single
editor to a team of four), editorial support for authors who
speak English as an additional language, and social media
support. In arguing for this additional support, the
possibility of moving to an online-only journal has been
raised. Currently, around nine thousand copies of ST&HV
are mailed to 4S members each year. While some of us might
value receiving the hard copy bi-monthly, it is likely that
most people access journal content online through their
affiliated institution or through their member subscription.
Council and Editors support the principle of reducing 4S’s
environmental impact and diverting the resources used to mail
the journal into initiatives that will increase participation
in and reach of the journal. If members have any concerns with
moving the journal online, please email me.
4S Council has received draft Articles of Incorporation and
is continuing to discuss this important proposed change to 4S.
The benefits of incorporation include legal protections for
council members, committee members, and staff. As I mentioned
in the last Technoscience, if 4S becomes incorporated, the 4S
Charter will become the ‘4S Bylaws’ and the 4S Council will
become the 4S ‘Board of Directors’. Another important change
will be a quorum for Business Meetings. Currently our Charter
has no quorum for member meetings, so if 10 people turn up for
a Business Meeting they can still make decisions for the whole
Society. All US state laws require a quorum for member
meetings. The default percentage for a quorum in most states
is 10%, but many scholarly societies choose a smaller
percentage for quorum in recognition that most members are not
particularly interested in society governance.
A 5% quorum would mean that over 100 people would be required
for a quorate Business Meeting, which arguably provides a
reasonable balance between ensuring adequate member
participation in governance and the reality that most 4S
members choose not to participate in 4S Business Meetings. Of
course, we would always aim for higher than 5% participation!
In the next month, we plan to hold information sessions in
different time zones to discuss incorporation with interested
members, so look out for those invitations. If you have any
comments or concerns in the meantime, please email me.
A reminder that nominations are
open for council members, 6S
representatives, and the 4S President-Elect. Council members
will serve a three-year term beginning December 2022. Please
consider nominating yourself or someone else and note that
nominations close May 31st. Please contact Bryn

position.
Finally,the 4S Cholula
conference co-Chairs will provide a conference update in
next month’s Technoscience, but I can report that
we are expecting over 1000 abstracts
for the conference and both the conference team and the 4S
team are increasingly hopeful that we will have a vibrant
in-person conference in December.

Call
for Proposals: Special Issues of Science, Technology &
Human Values
The incoming editorial group of Science, Technology &
Human Values (Kari Lancaster, Courtney Addison, Timothy Neale
and Matthew Kearnes) have decided to put in place a new
process for the journal’s Special Issues. The new process will
replace the existing rolling open call with an annual Call for
Proposals that opens in April each year and closes in June
each year.
Our aims with this new process are twofold. First,
by synchronising the application process, an annual call will
provide more equality of opportunity to scholars who wish to
propose Special Issues. Second, the new process will make the
development of Special Issues more dialogical, both in
relation to the editors and the wider STS community. Editors
of Special Issues will now be asked to issue an open call for
article submissions in order to provide opportunities for
scholars outside their immediate networks.
- Interested scholars submit a
Special Issue proposal to sthvj...@gmail.com
by 1 June 2022. All proposals should include a working
title, names, affiliations, and short biographies of guest
editors (100 words each), a 600-word abstract outlining the
proposed Special Issue theme and its significance to the
field of STS, between three and five 200-word abstracts for
proposed articles on that theme, with the relevant authors
names and affiliations. Special Issue proposals will be
selected on the basis of: a) overall quality; b) the extent
to which they represent a field-defining intervention in
STS; c) their potential to attract a diverse range of
contributions from scholars internationally.
- Before 1 July 2022, the editors
of ST&HV will choose one Special Issue proposal to
proceed. The editors may in addition select and invite other
proposals to proceed as shorter Special Sections if
suitable.
- The editors of the selected
Special Issue proposal(s) will issue an open call for
further proposed articles on their theme, closing no earlier
than 1 September 2022. A Special Issue will typically
contain 7-8 research articles. Diversity of contributions
from scholars internationally, and at different career
stages, is encouraged.
- The editors of the selected
Special Issue proposal(s) will submit the full Special Issue
for peer review no later than 1 February 2023. Individual
manuscripts should be no more than 8,000 words including
endnotes and references. Articles that are accepted through
peer review will subsequently appear OnlineFirst as ready
before the publication of the Special Issue in full,
anticipated in 2024.
