World IPv6 Day Gains Momentum in Asia
Major websites in Asia Pacific, including Yahoo! Japan, are committing to join World IPv6 Day - the first large scale "test flight" of the new Internet Protocol, IPv6. With more than 60% of the world population and rapidly growing economies, Asia Pacific has been experiencing exponential growth in Internet usage, making the growing momentum behind IPv6 deployment extremely timely.
Website owners in Japan, Taiwan and Indonesia have join the ranks of organisations keen to ensure that their content remains reachable for everyone. In addition, the international reach of the 'test flight' will ensure that valuable international test data will be gained by all participants as they work towards full IPv6 deployment.
"We're seeing really positive momentum both in IPv6 deployment and in commitments to this large-scale, 24 hour test," commented Rajnesh Singh, Director of the Internet Society's Asia Bureau. "It's this momentum that will help carry the industry towards 20% IPv6 penetration; a milestone that is likely to be a tipping point for deployment. It is also encouraging to see that a large number of websites in local languages are amongst the first in Asia to adopt IPv6."
Participating websites in Asia Pacific also include Plurk, a major social networking site popular in Taiwan that offers a multi-lingual interface with users across Asia Pacific and the world, Biglobe, a major ISP in Japan that also provides media portal services for computers and mobile devices, and Detik.com, a major web portal that ranks as one of the most popular source for news and information in Indonesia.
On 8 June 2011, from 0000 UTC to 2359 UTC, these Asia Pacific-based participants will enable IPv6 on their primary websites and services for 24 hours. This 'test flight' of IPV6 is designed to help motivate organizations across the industry-Internet service providers, hardware manufacturers, operating system vendors and other web companies-to prepare their services for the transition.
IPv6, the successor to the protocol currently used on the Internet, was designed in the late 1990s but has not seen deployment on a global scale. With IPv4 address space running out, the industry cannot afford to wait much longer.
World IPv6 Day marks a key milestone in enabling more and more computers and smart phones to come online. As more of the world moves online, IPv6 will be critical for the Internet to reach its full potential as a catalyst for growth, innovation and economic prosperity. IPv6 provides over four billion times more addresses than IPv4, which will help connect the billions of people not connected today.

Volunteer Leadership Development in Asia Pacific

As part of ISOC's continuing commitment to its Chapters, the first ever all-Asia Internet Society Chapter leadership workshop was held in Colombo, Sri Lanka. Volunteers from all over Asia convened on the weekend of May 21-22nd to attend the workshop, which was held two days prior to INET Colombo (
http://www.isoc.org/isoc/conferences/inet/11/colombo-agenda.shtml). Warm thanks are extended to the Internet Society Sri Lanka Chapter, whose volunteer members provided valuable assistance for both events.
Twenty four attendees from 15 different Chapters attended the workshop, which covered topics such as volunteer leadership development, social media and communications and sharing of success stories. Disability awareness training was also provided, delivered by Gunela Astbrink from the Australian Chapter. The goal of the workshop was to share the collective knowledge, wisdom and expertise in the Chapter network and through the information exchange create stronger Chapters. The expanded workshop length of two days provided greater opportunities for engagement and interaction.
Thank you to the facilitators, Peter Houstle and Peggy Hoffman and to everyone who attended the workshop, for helping to make the "Internet for Everyone".

Community Grants Programme Project Showcase: Understanding the Factors that Force Down Ethiopia's Digital Economy Rankings and their Implications in ICT Policy and Strategy

Based on a set of benchmark indicators, every year a rank on countries digital economy or e-readiness is gauged and subsequently a report is released. In the reports for many years now Ethiopia has been in the bottom pack earning a very low score on the designated benchmark indicators. Cognizant of the importance of ICT in stirring developmental programs, Ethiopia has placed ICT high in the priority list. In spite of recent developments on the launch of several ICT projects, the country has an uphill battle to climb in terms of achieving a better level of ICT and Internet diffusions. For Ethiopia to stand a chance of making meaningful enhancements in its rankings in the digital economy, its ICT policy needs to be geared towards fulfilling some of the benchmark indicators requirements based on the situations on the ground. However, until now a study to reveal the extent of the digital lag that the country is experiencing has not been conducted and as a result not much is known about the level of Internet usage and ICT tools in general. Thus, in order to get better insights on the extent of the digital lag that can lead to policy amendments, a study on Internet usage practices, government plans, ongoing and completed ICT initiatives is underway with the support obtained from ISOC community grant program.
The first phase of the study has been completed successfully including questionnaires' design and administration, conducting key informant interviews, designing methodological framework and processing the data collected using a software tool. Preliminary results suggest that ICT and Internet penetration or density as well as the quality of service and experience in the country is very low which calls for immediate action.

G8 Governments Urged to Embrace Multistakeholder Approach
to Internet Issues
Consultations should include organizations key to the Internet's success as a platform for global economic growth and social progress
In advance of this month's meeting of the G8 governments, a worldwide coalition of Internet organizations, including the Number Resource Organization, the Internet Society, the Internet Society France Chapter, ICANN, and the World Wide Web Consortium (W3C), stated that they would welcome the opportunity to provide input to discussions on Internet-related issues. The perspectives of organizations at the heart of the development, management and operation of the global Internet are essential for informed policy making.
The same organizations currently provide valuable expertise, input and experience for other intergovernmental forums, including through the OECD's Internet Technical Advisory Committee (ITAC). The organizations also recalled the commitment made by governments during the World Summit on the Information Society (WSIS) at the Heads of State level to engage in multistakeholder cooperation, and expressed their hope that future G8 meetings on the Internet will be prepared in the spirit of the WSIS Tunis Agenda-through an open and inclusive process, and with the participation of all stakeholders.
A multistakeholder approach has helped to encourage the global Internet's tremendous growth and is key to its continued development as a platform for innovation and economic progress in the developed and developing world. Without the full involvement of the organizations charged with the development, management and operation of the Internet, the future stability, growth and development of the Internet could be compromised. The same approach has proven to be the most effective when it comes to Internet policy development. Organizations representing civil society can also provide crucial guidance about to ensure the Internet supports social progress.

The future of the Internet: INET Rabat 2011
On Tuesday, 10 May 2011, it was Rabat/Morocco's turn to host an INET conference, which was the fruit of a close collaboration between the Internet Society (ISOC) and the Internet Society Morocco Chapter (MISOC).
This prospective day has offered numerous opportunities to reflect on the "Internet of the Future": Internet governance, the evolution of the domain names, transition to IPv6, the Internet of things, the citizen's Internet, etc. We would like to highlight the quality of the contributions made by Internet pioneers such as Dr Glenn Ricard, who put in place the first Internet Exchange Point and who wrote the first TCP/IP code on PC; or Markus Kummer, who has successfully led all the past Internet Governance Forums.
Around 120 participants participated in the discussions: managers and administrators, engineers working for computer companies, students...
And all this in the beautiful setting of the Hotel La Tour Hassan and its magnificent gardens!
We'd like to conclude with a quote from Jean-Jacques Subrenat: "The future is not written in advance: It must be prepared".

L'internet du futur: INET Rabat 2011
Mardi le 10 mai 2011, c'était au tour de Rabat (Maroc) d'accueillir une conférence INET, fruit d'une étroite collaboration entre Internet Society monde (ISOC) et le Chapitre du Maroc de l'Internet Society (MISOC).
Cette journée prospective a permis d'engager des pistes de réflexion multiples sur « L'internet du futur » : gouvernance de l'Internet, évolution des noms de domaines, passage à IPv6, Internet des objets, Internet des citoyens, etc. Soulignons la qualité de l'éclairage apporté par des artisans de l'Internet tels que Dr. Glenn Ricart qui a mis en place le 1er point d'échange Internet et écrit le 1er code TCP/IP sur PC ou Markus Kummer, ancien Coordinateur Exécutif du Forum de la Gouvernance de l'Internet.
Environ 120 participants ont participé aux discussions : cadres et responsables administratifs, ingénieurs des sociétés informatiques, étudiants...
Et tout cela dans le cadre magnifique des jardins de l'hôtel La Tour Hassan !

Next Generation Leaders (NGL) programme supports participation in World Bank infoDev Global Forum
The Internet Society has expanded the Next Generation Leaders (NGL) programme to include a pilot fellowship to the forthcoming World Bank infoDev Global Forum on "Innovation & Technology Entrepreneurship", to be held in Helsinki, Finland from 30 May to 3 June 2011. The two Internet Society Fellows selected for the event - Dorcas Muthoni and Fahd Batayneh - have each participated in other aspects of the NGL programme.
The Internet Society's Next Generation Leaders programme blends coursework, practical experience and mentorship to help prepare young professionals from around the world to become the next generation of Internet technology, policy, and business leaders. Until now, the NGL programme included the online academic coursework Shaping the Internet: History and Futures and fellowships to the Internet Engineering Task Force (IETF), the Internet Governance Forum (IGF), and the Organisation for Economic Co-operation and Development (OECD) Technology Foresight Forum.
The addition of the World Bank infoDev Global Forum to the NGL curriculum deepens the overall programme and increases the opportunities for participants with diverse backgrounds, perspectives, and skills.
The Global Forum is a biennial event, this year focusing on Mobile Applications, Agri-business, and Clean Technologies. It will bring together entrepreneurs, financiers, business incubators, and policy makers for several days of intensive knowledge sharing and networking.
"The Internet Society's partnership with the World Bank and infoDev strengthens opportunities for emerging Internet leaders and provides their organizations access to and visibility among a growing network of diverse global innovators," notes Toral Cowieson, Senior Director of Internet Leadership Programmes.
As this is a pilot fellowship in 2011, the Internet Society invited former participants of its other NGL components to apply. The two successful applications were submitted by:
* Dorcas Muthoni Gachari (Kenya) is an entrepreneur and computer scientist; CEO and founder of OPENWORLD Ltd, a leading e-Government and Business Technology Solutions firm in the Eastern Africa region. Ms Muthoni is also the founder of AfCHIX, a technical capacity building initiative for women in the region.
* Fahd Batayneh (Jordan) is currently affiliated with Jordan's National Information Technology Center, as a names and numbers specialist. Mr Batayneh is a member of the national steering committees responsible for deploying IPv6 and ENUM in Jordan, and part of the team that designed the policies and launch periods for Jordan's IDN ccTLD (country code top-level domain) .al-ordon in Arabic.

Second Asia Pacific Regional Internet Governance Forum (APrIGF), 16-17 June 2011, Singapore
The Singapore Internet Research Centre is hosting the second Asia Pacific Regional Internet Governance Forum (APrIGF) on 16 & 17 June 2011 in Singapore. The forum will bring together some 200 senior Government and private sector representatives as well as the technical and academic community from across the region to exchange ideas and shape the future of Internet governance in this part of the world. Among the wide-ranging topics to be discussed will be accessibility to the Internet, intellectual property issues and online security concerns.
This event dovetails with the international meeting of the Internet Corporation for Assigned Names and Numbers (ICANN), and will bring together international delegates here to exchange ideas and shape the future of Internet governance in this part of the world.

Armenia

1. ISOC AM Chair, Igor Mkrtumyan, participated in the Russian Internet Governance Forum (
www.cctld.ru) (Moscow, May 12, 2011) and had talks with Peter Dengate Thrush, George Sadowski and Veni Markovski. AM domain developments and ISOC AM activity were discussed. Igor Mkrtumyan has also met Markus Kummer and Jovan Kurbalija. Among other interesting reports Future Internet Scenarios were presented by Marilyn Cade, Shane Tews and Pablo Molina and caused active discussion of the conference participants. Igor Mkrtumyan also took part in the Roundtable #2 - Internet Governance in CIS Countries: Global Challenges, Local Solutions.
2. ISOC AM members congratulated ASNET-AM and its director Vladimir Sahakyan with the receipt of the Internet Community grant for the "Upgrade of Armenia academic (research) network for IPv6 readiness" project.
3. ISOC AM provided help and some financial support for the "Information Systems Security" conference organized by Armenian Technological Academy and Microsoft.
4. ISOC AM received an invitation for participation and request for support of the 1st Armenian International Congress on Telemedicine and eHealth
"ARMTELEMED: Road to the Future" that will take place on October 14-16, 2011
in Yerevan.
5. One of the major Armenian international communications providers, GNC-Alfa company, declared IPv6 readiness.
6. ArmIX Foundation (ISOC Community grant) received a BigIron 15000 layer 3 backbone switch and placed it at Armix Foundation operation premises. Director of ArmIX expressed deep appreciation to all the parties involved in the provision of this important equipment to ArmIX, especially ISOC, AMS-IX and personally to Serge Radovcic, Michuki Mwangi, Henk Steenman, Igor Mkrtumyan and Saskia Taggenbrock.
7. Member of ISOC AM Council, Grigor Vahanyan, took part in the seminar organized by European Union and Armenian National Security Council devoted to the reforms of legislation in protection of intellectual property rights.
8. Vanadzor city Rregional Internet Community Center (ISOC grantee) 15 members took part in the Moscow Olympiad for schoolchildren called "Archimedes Tournament". Trainings in programming they passed in the Center helped them to achieve good results in the contest.

The Australian Chapter news this month is largely from Sri Lanka where three Australian Chapter Directors are participating in the ISOC Chapters leadership development workshop and INET Conference. Director Gunela Astbrink will be presenting a workshop Designing Applications to Meet the Needs of the Whole Community and Director Skeeve Stevens will be doing a presentation on mobile applications. Executive Director Holly Raiche will give an update to the Chapters on our NBN and presenting to INET on The NBN: The Australian Experience. Puerto Rico

At ISOC Puerto Rico Chapter's May forum titled "Internet Exchange Point for Puerto Rico and its impact on the Internet community", one thing became clear: IXPs are great for the economy, companies and consumers.
Panelists Carlos Marazzi, president of Caribe.net, Jorge Aponte, Managing Director at Netwave Equipment Corp. and Yamille Morales, Director New Technologies at Microsoft PR contended that countries with successful IXPs have shown to have flourishing Internet economies that allow local Internet traffic to stay local, thus eliminating the need for traffic to go overseas and come back, which decreases costs, increases performance, and allows companies to reinvest in infrastructure, service customers more cheaply and attract content providers.
Local players Caribe.net and Netwave lead the way in making IXPs a reality in Puerto Rico, where talk about IXPs has taken place since 1995, but only recently has translated into action.

Open NY Forum will be hosting the third OpenGov Camp on June 5 2011. The event is in conjunction with the 2011 Personal Democracy Forum (PdF).
As NYC's new Chief Digital Officer Rachel Sterne comes up to speed, we are all keen to see how she, with the help of the local community, can build on the open data foundations that Gale Brewer and Mayor Bloomberg have set. As far as access to actual process New York still lags behind Los Angeles and San Francisco in terms of webcasting and transcription.
OpenGov Camp will ask three questions:
* Where is "local" Open Government going?
* How can we deepen the knowledge of what Open Government can be?
* What are the social and technical tools affecting Open Government's
development?
