Suggestion - deprecate Carapace

Hi folks,

I know, I hate being that person, but maybe it's time we think about deprecating the Carapace theme.

- It has not been substantially updated since October, 2019. 

- It has known security holes in some dependencies

- There has been no activity in the community to update the security dependencies (I don't know how)

So unless anyone steps up to say they're using this and wants to maintain it, I propose that

- we move the repo over to Islandora-Deprecated (links will still resolve)

- we deprecate the packagist repository.

- we remove it from Drupal.org
