Proposed Islandora Solr Metadata Module

Hi-

I propose that:

• Islandora_solr_metadata
  

becomes an Islandora component, with a canonical repo on GitHub owned by the Islandora Foundation, subject to the same release management and documentation processes as other Islandora modules. 

The module is available under the GPLv3 license, the same license used for all Islandora modules. I have signed the CLA and have given the permission for the module to be managed by the Foundation.
