Here's an interesting 6 minute interview with John DiStasio -- former head of Sacramento Municipal Utility District (SMUD) about the utility's pioneering work on renewable energy, energy efficiency, and tariff strutures to encourage off-peak consumption.

Under Mr. DiStasio’s leadership, SMUD developed a sustainable power supply that was 24% renewable energy and 47% carbon-free while maintaining rates amongst the lowest in California. He also guided the development of some of the most aggressive energy efficiency goals in the United States - an annual 1.5% annual reduction in load over ten years.
