NEW: PEP now supports "scoring"

PEP now maintains a "score value" when processing a new message. This is
a numeric value that starts out at zero. The new SCORE action can be used
to add to or subtract from the score value.

Unlike other actions, SCORE doesn't halt processing on a match - it just
modifies the current score and carries on with the next rule. You can
then use the pseudo-header "score" in any other rule and test if it is
more or less than a particular value.

Also, he special command "reset" can be used to reset the current score to
any value you want.
