Refunds on WA state sales tax?

Hi...

I haven't been to Washington in about a million years and I can't
remember what the deal is for Canadians who make purchases there and pay
the state sales tax. How do you get it refunded? Can you do this at the
border or do you have to send in a form and wait a while?
